  • Adoption of Agenda – Action Item: A motion was made and properly seconded to adopt the agenda as presented. (Approved)

 

  • Public Comment Period (5 Minutes): No comments

 

  • Approval of MATS previous regular CAC Minutes (July 11, 2018) – Action Item: A motion was made and properly seconded to approve the minutes as presented, with correcting a typo under agenda item #3. The change was as follows: Change “Pedestrians: Infrastructure Institute of Highway Safety” to “Pedestrians: Insurance Institute of Highway Safety” (Approved)

 

  • Review and adoption of draft Unified Planning Work Program (UPWP) FY 2020 document – Action Item: Mike Greenwald provided an overview of the draft UPWP FY 2020. The Federal government only funds projects and activities at 80% level; State & local governments contributes the remaining 20%. The new FY 2020 budget is $346,606.00 that is comprised as follows: (FHWA Total Budget: $249,703 / FTA Total Budget: $96,903). The 2020 there will be a shift towards staff training and community outreach, as well as continued assistance to MTA with system planning/review tasks. After review of the draft UPWP FY 2020, it was recommended to direct staff to submit draft document to MATS Policy Committee for adoption. A motion was made by Ms. Ezell and properly seconded by Mr. Martin. Approved.

 

  • Discussion of Administrative Modifications to TIP and LRTP projects initiated by GDOT – Agenda Item:
    For informational purposes, Mike Greenwald provided an overview of the Administrative Modifications to TIP and LRTP projects initiated by GDOT.

Administrative Modifications to Projects in TIP

  • PI #0012701
    • Increase Utilities Phase in FY 2021 from $568,277 to $663,255
    • Decrease Construction Phase in FY 2021 from $97,249,502 to $94,992,764
    • Total Project Change: -$2,231,760 (-2.28%)
  • PI #0013712
    • Increase Right of Way Phase in FY 2020 from 250,000 to 306,918
    • Total Project Change: Incorporated as part of previously approved Amendments
  • PI #351005
    • Increase Construction Phase in FY 2021 from $128,678,254 to $142,953,679
    • Increase Utilities Phase in FY 2021 from $920,067 to $981,617
    • Total Project Change: +$14,336,976 (11.08%)

Administrative Modifications to both TIP and LRTP related to Performance Measures

  • New Emissions Reductions Targets established by GDOT on 8/20/2018
  • Incorporation of GDOT Transit Asset Management Plan (by reference) into FY 2018-2021 TIP and 2040 LRTP Chapter 13 (Performance Measures)

No action was taken on this agenda item.

 

  • Discussion of Amendments to the TIP and LRTP projects initiated by GDOT – Action Item: Mike Greenwald provided an overview of amendments to the TIP and LRTP projects initiated by GDOT.

Additions:

  • Add PI #0016130 (Bridge on SR 18/Dames Ferry Rd. at Ocmulgee River) to FY 2018 – 2021 TIP and 2040 LRTP
  • Add PI #351080 (Jeffersonville Rd. from Recreation Rd. to SR 540/Emery Rd/Ocmulgee East Blvd. Intersection) to FY 2018 – 2021 TIP because earlier phases of Jeffersonville Road used Federal funding and must be included in the TIP.
  • Update costs on PI #0013712 (Norfolk Southern Bridge #734080Y, 1.4 Miles South of Macon on Hawkinsville Rd.)
    • Increase Right of Way Acquisition fund from $250,000 to $306,918
    • Add Utilities phase of $1,379,516 in FY 2021
    • Increase Construction phase from $3,847,410 to $9,463,105, and shift phase to FY 2021

Deletions:

  • PI #0013929 (Bridge replacement SR 87/Riverside Dr. at I-75 Southbound) because the work will be folded into the ongoing Phase 2 of I-16/I-75, saving approximately $6,091,644 in the LRTP.
  • PI #0014898 (Bridge over Norfolk Southern at Oglethorpe St.) because Norfolk Southern has decided to revoke local match, as bridge already meets their “Double Stack/Double Track” criteria, saving approximately $2,450,000 in the LRTP.

After discussion of the amendments, the CAC members recommended to the Chair of the MATS CAC to obtain information regarding the justification of the Jeffersonville Road project at the MATS Policy Committee meeting. It was also suggested by CAC members that the excess funding be earmarked towards retrofitting dangerous streets/roads, road diets, complete streets and vision zero initiatives. Additionally, a motion was made by Mr. Ricketson and properly seconded by Ms. Mumphery to direct staff to submit the amended FY 218 TIP; the amended 2040 LRTP Chapter 6 – Roads & Bridges projects list, and related analyses/discussions; and the amended 2040 LRTP Chapter 8 – Fiscal Assessment, to the MATS Policy Committee for formal adoption. Approved.

 

  • Review of GDOT Project Status Report – Agenda Item: Gregory L. Brown presented the GDOT project status report submitted by the GDOT District 3 office for informational purposes.

 

  • Old/Unfinished Business
    • Update of Citizens Advisory Committee (CAC) Vacant Positions:
      The vacant position on the CAC is: District 1. CAC members were informed that if they would like to continue serving on the committee, reappointment letters are needed from their district commissioner or agency representative prior to the start of the new term beginning January 2019.
    • Completion of MATS Citizen Transportation Planning Orientation 101:
      Postponed to a later date
