MINUTES

  • Called to Order: 6:01PM by Dr. John Swint, CAC Chairman

 

  • Adoption of Agenda – Action Item: Mike Greenwald mentioned that there would be no discussion regarding agenda #5. A motion was made and properly seconded to adopt the agenda as presented, with the omission of agenda item #5. Approved

 

  • Public Comment Period (5 Minutes): Mr. Cam Oetter, Bike/Ped Citizen, expressed concerns regarding the safe and proper infrastructure for bicyclists and pedestrians in Macon-Bibb, County. Sidewalks in Macon-Bibb do not allow travel for the disabled. A uniformed sidewalk with a width of six (6) feet for pedestrians and bicyclist plus disabled and handicapped citizens, should be considered. Grand Rapids, MI, Ft. Collins, CO, Little Rock, AR and Atlanta, GA are good examples. Lee Martin distributed a handout regarding pedestrian fatalities from the Pedestrians: Insurance Institute of Highway Safety.

 

  • Approval of MATS previous regular CAC Minutes (April 11, 2018) – Action Item: A motion was made by Ms. Ezell and properly seconded by Mr. Komlo to approve the minutes as presented, with correcting a typo under agenda item #5. Approved

 

  • Long-Range Transportation Plan (LRTP) Amendment/Transportation Improvement Program (TIP) Amendments: GDOT Bridge Project (SR 18 at Ocmulgee River (Jones County) – Action Item: No Discussion

 

  • Review and adoption of GDOT Performance Measure Targets for 2040 LRTP – Action Item: Mike Greenwald provided an overview of GDOT Performance Measure Targets. GDOT adopted Pavement & Bridge Condition Performance Measures and System & Freight Performance Measures on May 16, 2018. MATS has 180 days to decide whether or not to support the performance measures established by GDOT. The Safety Performance Measures were incorporated by MATS at the Policy Committee meeting on May 2, 2018. After review of the performance measures, it was recommended to direct MATS staff to continue assessing MPO performance relative to State targets and report back the findings to the MATS Committees.

 

  • Review of GDOT Project Status Report – Agenda Item: Gregory L. Brown presented the GDOT project status report submitted by the GDOT District 3 office for informational purposes. However, the CAC requested more information on the following projects: Project Count #1: SR 11/SSR 49 @ Rocky Creek Overflow/Tobesofkee Creek Overflow (Is this project on SR 247)?; Project Count #7: I-16 EB & WB @ Ocmulgee River Overflow (Describe the overflow area); Project Count #8: College Street @ NS (What is the plan for the bridge replacement? Will it be raised)?; and What is the status of the Jeffersonville Road project?

 

 

 

 

  • Old/Unfinished Business
    • Update of Citizens Advisory Committee (CAC) Vacant Positions: Lee Martin is now the MATS CAC Commission District 9 representative. MATS CAC Commission District 1 is vacant. Gregory L. Brown will clarify CAC members’ term limit for the next meeting.
    • Completion of MATS Citizen Transportation Planning Orientation 101: Gregory L. Brown will create a doodle poll for CAC members to determine the orientation meeting date.
    • Air Quality Conformity & the Future of MATS & WRATS: A brief overview was provided to the committee regarding the 1991 Clean Air Act including the 6 criteria pollutants and the 3 levels of compliance. MATS air quality is in conformity status. In reference to the future of MATS & WRATS, if the urbanized areas get consolidated, MATS and WRATS may be forced to merge into one entity.

 

  • New Business:

    • Introduction of new FHWA Planner for MATS MPO (Olivia Lewis): In her absence, Olivia Lewis was announced as the new FHWA Planner for the MATS MPO.
    • Proposal: MATS/WRATS Freight Plan: It was mentioned that a brainstorming session to discuss a Macon-Bibb & Warner Robins Freight plan is scheduled for Tuesday, July 24, 2018 in Warner Robins, GA.
  • Next meeting dates: The next regular meeting of the CAC is scheduled for Wednesday, October 10, 2018.
