MINUTES
- Called to Order: 6:05PM by Dr. John Swint, CAC Chairman
- Adoption of Agenda – Action Item: A motion was made and properly seconded to adopt the agenda as presented. Approved
- Public Comment Period (5 Minutes): No comments were shared from any member of the general public.
- Officially welcome and approve Commission District 2 CAC Representative: Mr. Robert Harden – Action Item: Approved
- Approval of MATS previous regular CAC Minutes (July 12, 2017) – Action Item: A motion was made and properly seconded to approve the minutes as presented. Approved
- Adoption of Unified Planning Work Program (UPWP) – Action Item: Mike Greenwald presented the FY 2019 UPWP that included the UPWP’s Funding Highlights, Task Areas, and the UPWP’s Elements (total budget) by funding source. The total budget as allocated by FHWA is $239,400 and $104,300 as allocated by FTA. In summary, the UPWP reflects changes in categorical budgets from the 2018 UPWP. The changes are geared towards data development, staff training and also assisting MTA with forthcoming grants and system planning/reviewing tasks. Adoption of the UPWP will allow for amendments/administrative modifications or opportunities to be addressed as they arise during the upcoming year. A motion was made by Mr. Tompkins and properly seconded by Mr. Komlo to approve the UPWP as presented. Approved
- Adoption of Transportation Improvement Program (TIP) Amendments – Action Item: Mike Greenwald mentioned that a special call meeting is anticipated to be held in December 2017 to take action on the LRTP/TIP Project Amendments: Joe Tamplin/Riggins Mill Road Roundabout
(Initial Cost Estimate: $3.4 million, Local Match Requirements: $680,000 source to be identified); and the Electric Bus Competitive Grant Award (Grant Award: $1,750,000; Match Amount: $1,076,000 “SPLOST”; Cost per bus: $800,000 “with chargers”). The award is being administered through GDOT Intermodal Office. No action was taken on this agenda item.
- Review of GDOT Project Status Report – Agenda Item: Mike Greenwald provided an overview of the report submitted by GDOT. An update of the Jeffersonville Road is requested for the next meeting. No action was taken on this agenda item.

Old/Unfinished Business:
- Update of Citizens Advisory Committee (CAC) Vacant Positions: The vacant positions on the CAC are: District 1, District 8, District 9, and Jones County. Districts 8, 9 and Jones County became vacant because the representatives missed 3 or more consecutive regular meetings.
- Citizen Transportation Planning Orientation 101: It was mentioned that this orientation will take place at a later date as a special call meeting.
- Update of Citizens Advisory Committee (CAC) Vacant Positions: The vacant positions on the CAC are: District 1, District 8, District 9, and Jones County. Districts 8, 9 and Jones County became vacant because the representatives missed 3 or more consecutive regular meetings.

New Business:
- CAC Members 2-Year Term Expirations: This discussion is deferred to a later meeting.
- Overview of Accident Density: A map was displayed that showed MATS Fatal and Serious Injury Crashes (2011 – 2016) at various locations within the urbanized area of Macon-Bibb County. No action was taken on this agenda item.
- Safety Performance Measures: It was reported that safety performance measures were created as part of FAST Act (PL 114-94) and FHWA Regulations. Performance targets were set by GDOT on August 31, 2017, which starts the 180 day timeframe for MPOs to adopt their own goals, and incorporate them into the LRTP. No action was taken on this agenda item.

- Next meeting dates: The next regular meeting of the CAC is scheduled for Wednesday, January 10, 2018. Additionally, the proposed MATS CAC meetings scheduled for 2018 are listed as follows: January 10, 2018, April 11, 2018, July 11, 2018 and October 10, 2018.
