MINUTES

Call to Order: The meeting was called to order on Wednesday, April 29, 2015 @ 4:10PM by James P. Thomas, Executive Director.

Adoption of Agenda – Action Item: Jim Thomas, Executive Director provided an overview of the agenda items to be discussed.

Introduction of Meeting Attendees: Planning staff members & members of the MATS Citizens Advisory Committee introduced themselves. Sherry L. Moore announced a public meeting on Tuesday, May 5, 2015 regarding a Golf Cart Ordinance to be held at the Macon-Bibb County Consolidated Government Center.

Election of CAC Chair / Vice-Chairman – Action Item: Jim Thomas provided an overview of the appointment process for CAC Chair and Vice-Chairman. Being that there were not enough CAC members in attendance to constitute a quorum, a CAC Chair and Vice-Chairman were not elected.

Public Comment Period (2 Minutes): Members of the public were offered an opportunity to address the Citizen’s Advisory Committee and planning staff.

Citizens Advisory Committee Orientation: – Agenda Item: Gregory L. Brown presented a “Citizen’s Guide to Transportation Planning” PowerPoint presentation in the form of a new member CAC orientation. The presentation covered the overview of an MPO; Core functions of an MPO; Overview of MATS & MATS Committees; Overview of Transportation Planning and the MPO Funding and Reporting Process; Overview of Environmental Justice and Title VI; Overview of major reports produced by the MPO and an Overview of transportation planning projects.

Introduction of Final Unified Planning Work Program (UPWP) FY 2016 document – Agenda Item: Ken North reported that the final UPWP is a programming document that covers work to be performed by the MPO staff 2 years from now. It’s ongoing work that the federal government requires.

Introduction of the draft Public Participation Plan – Agenda Item: Ken North explained the overall purpose of the Public Participation Plan which is to provide a forum for input from all segments of the community so that all concerns can be known to the Macon Area Transportation Study (MATS) Policy Committee before making formal determinations and decisions. Additionally, Ken explained the public participation requirements for the following documents: Public Participation Plan; Long Range Transportation Plan; Transportation Improvement Program; and the Unified Planning Work Program. Additionally, Jim spoke briefly about the best method to fill the vacant positions on the CAC regarding the special interest groups. The current members of the CAC can bring forth potential candidates or the MPO planning staff can solicit for potential candidates as well.

Old/Unfinished Business: There was no old/unfinished business.

New Business: The GDOT project status report was distributed to meeting attendees.

Next Meeting Dates: The next meeting of the CAC is scheduled to be held after the beginning of the fiscal year of July 1, 2015
