Transportation Improvement Program (TIP)
A Transportation Improvement Program (TIP) is a federally mandated requirement (23 U.S.C. § 134; 49 U.S.C. § 5303 (j)) for all metropolitan planning organizations (MPOs). The TIP, also known as a short-range plan, lists all transportation projects currently underway in an MPO, or expected to begin within a specific 4 year window, that are supported by federal transportation funding.
The TIP is complementary to the Metropolitan Transportation Plan (MTP) that guides the MPO’s planning on a twenty year horizon.
A TIP is considered official when it is formally adopted by both the MPO, and then adopted by the State into the Statewide Transportation Improvement Program (STIP). The current MATS TIP is for the FY 2021 – 2024 period. The current TIP was adopted on September 28, 2023, replacing the FY 2021 – 2024 TIP.
The MATS TIP is comprised of five chapters and an appendix.
