MINUTES
- Called to Order:
6:10PM by John Swint, CAC Chair
- Adoption of Agenda – Action Item:
Approved with the recommendation to move the Middle Georgia Airports presentation up on the agenda to item 6.
- Public Comment Period (2 Minutes):
Members of the general public were offered 5 minutes each instead of 2 minutes to address the committee. Mr. Holiday encouraged the CAC members to initiate a Joint Use study (runways) for local airports; initiate a cost-to-benefit study regarding the airports to MATS Policy Committee; initiate a redesign of Forest Hill Road from Wimbish Road to Vineville Avenue with expertise from Mr. Rick Chellman; and Mr. Holiday spoke about railroad plans that could impact the supersized design of I-16/I-75 and Mr. Holiday also spoke about the inland ports and truck lanes between Macon and McDonough, GA. Mr. Holiday will email information to the CAC coordinator to share with CAC members.
- Approval of MATS CAC Minutes (October 14, 2015 / January 13, 2016) – Action Item:
A motion was made by Ms. Ezell and properly seconded by Mr. Colbert to approve the minutes as presented. Approved
- Approval of CAC Members: Disabled Transportation User & Environmental Representative – Action Item:
A motion was made by Mr. Michael Brown and properly seconded by Mr. Colbert to approve Ms. Ella Mumphery, Disabled Transportation User and Ms. Rachel Hollar, Environmental Representative to fill those positions on the MATS CAC. Approved
- Update of Middle Georgia Airports – Agenda Item:
Mr. Doug Faour made a presentation on the Middle Georgia Airport. Information included: history, upgrades to maintenance facilities/runway extensions, 5 year capital improvement plan, overview of aviation companies located at airport, job opportunities, floodplain concerns, etc. No action was taken on this agenda item.
- Presentation of GDOT Updated TIP (Transportation Improvement Program) Amendments FY 2014 – 2017 – Action Item:
Mike Greenwald provided a list of GDOT Updated TIP Amendments that includes 5 new bridge replacement projects and a number of existing projects related to road widening, reconstruction/rehabilitation, interchange reconstruction and bridge reconstruction. Ms. Jada Robinson suggested that road improvements at Broadway / Oglethorpe should be done, lighting improvements at Eisenhower Parkway / Pio Nono Avenue and pothole repair on Pio Nono Avenue at Mid-Town Kroger. These suggestions can be forwarded to the attention of the County Commissioners. A motion was made by Ms. Ezell and properly seconded by Mr. Colbert to approve the list and suggestions as presented. Approved
- Presentation of 2040 LRTP (Long Range Transportation Plan) Project List – Action Item:
Mike Greenwald presented a list of all projects in the plan, explained the upcoming planning actions and emphasized that now is the time to begin adding projects to the LRTP list during the public involvement process. The Seventh Street project will be moved into the 2020 network year from the 2040 network year. Other discussions touched on complete streets projects, smart growth and SPLOST projects. A motion was made by Michael Brown and properly seconded by Ms. Ezell to approve the 7 projects related to the Upcoming Planning Actions. Approved.

Old/Unfinished Business:
- Update of MATS CAC Bylaws Amendments (meeting time & quorum): CAC members voted to amend the MATS CAC Bylaws to change the meeting time from 4:00PM to 6:00PM in Article VI: Section 1 and change the quorum from eleven (11) members to seven (7) members in Article VI: Section 5. Approved.
- Citizens Advisory Committee (CAC) Vacant Positions: Commission District 6 remains vacant
- Update of MATS CAC Bylaws Amendments (meeting time & quorum): CAC members voted to amend the MATS CAC Bylaws to change the meeting time from 4:00PM to 6:00PM in Article VI: Section 1 and change the quorum from eleven (11) members to seven (7) members in Article VI: Section 5. Approved.

- CAC members are invited to attend a presentation on GDOT Modeling Process @ MATS TCC Meeting on April 20, 2016
- Dr. Holliday will summarize his report and email it to Gregory L. Brown for the CAC records

- Project Status Report – Agenda Item:
The GDOT project status report was distributed to meeting attendees for information.
- Next meeting dates:
The next meeting of the CAC is scheduled to be held on Wednesday, July 13, 2016 at 6:00PM as a regular meeting.

- There will be a SPLOST meeting on Monday, April 18, 2016 at 6:00PM at the Macon – Bibb County Government Center in the Mayor’s conference room;
- A Planning 101 session can be held for the new CAC members.
