MINUTES
- Called to Order: 6:13PM by Dr. John Swint, CAC Chairman
- Adoption of Agenda – Action Item: A motion was made by Mr. Ricketson and properly seconded by Mr. Druitt to adopt the agenda as presented. Approved
- Public Comment Period (5 Minutes): Mr. Michael Ryan, Pedestrian Safety Review Board, expressed concerns regarding the Riverside Drive Scoping Study, in particular the total cost of the proposed improvements.
- Approval of MATS previous regular CAC Minutes (January 10, 2018) – Action Item: A motion was made by Ms. Ezell and properly seconded by Mr. Ricketson to approve the minutes as presented. Approved
- Update: Long-Range Transportation Plan (LRTP) Amendment: Performance Measures – Action Item: Simultaneously, Brad Belo presented the Performance Measures amendments to the Long-Range Transportation Plan and the Transportation Improvement Program (agenda item #6). The amendments entailed ensuring that national transportation performance measures conforms with the safety performance targets adopted by the state for both the MATS LRTP and TIP. The state is developing additional non-safety performance measure targets that will be incorporated into the TIP once they are adopted. A draft resolution was also presented for the LRTP and TIP that will be ultimately approved by the MATS Policy Committee. A motion was made by Mr. Komlo and properly seconded by Ms. Ezell to approve the Performance Measures amendments for the LRTP and TIP as presented. Approved.
- Update: Transportation Improvement Program (TIP) Amendment: Performance Measures – Action Item: See agenda item #5
- Review of GDOT Project Status Report – Agenda Item: Gregory L. Brown presented the GDOT project status report submitted by the GDOT District 3 office for informational purposes. However, the CAC suggest that actual dollar figures be shown for each project and to also add a column with a project name to identify the project. Clarification is also needed about how language would be incorporated relating to the cave at Linwood Cemetery in the Pleasant Hill neighborhood. A motion was made by Mr. Druitt and properly seconded by Mr. Ricketson to include the necessary suggestions. Approved
- Riverside Drive Scoping Study (Final Report) – Agenda Item: Brad Belo presented the final report of the Riverside Drive Scoping Study. An overview was provided about the study, the project goals, and the character areas from Madison Street to Spring Street; Spring Street to First Street; and First Street to Martin Luther King, Jr., Boulevard. The total project cost (exclusive of the gateway park) is approximately $9,700,000. The project can be viewed at, www.riversidegreenway.org. A motion was made by Mr. Ricketson and properly seconded by Ms. Neal to approve the final draft of the Riverside Drive Scoping Study. Approved

- Update of Citizens Advisory Committee (CAC) Vacant Positions: Gregory L. Brown provided an update of CAC vacant positions. The following positions remain vacant: Commission District 1, Commission District 9 and Jones County representative. Brown indicated that email communication was submitted to the Macon-Bibb and Jones County Commission’s clerk regarding the vacant positions.
- Citizen Transportation Planning Orientation 101: Gregory L. Brown announced that the orientation will be held as a special called meeting on Wednesday, May 23, 2018 with the time to be determined.
- Update of Citizens Advisory Committee (CAC) Vacant Positions: Gregory L. Brown provided an update of CAC vacant positions. The following positions remain vacant: Commission District 1, Commission District 9 and Jones County representative. Brown indicated that email communication was submitted to the Macon-Bibb and Jones County Commission’s clerk regarding the vacant positions.
- New Business: There was no new business to discuss.
- Next meeting dates: The next regular meeting of the CAC is scheduled for Wednesday, July 11, 2018.
